Born: 7 May 1875  St Kilda, Victoria, Australia.  Died: 21 October 1952  East Melbourne, Victoria, Australia.
(Sir) Harold Winthrop Clapp was Chairman of the Victorian Railway Commissioners 1920-39 and Director-General of Land Transport to co-ordinate Commonwealth and State road and rail transport 1942-51.
