Evan Sawkins was the Deputy Director-General of the Postmaster-General's Department in the early 1970s. He was heavily involved in the construction of the Telecommunications Tower on Black Mountain in Canberra.

Engineer, Postmaster-General's Department 1934-54, Superintending Engineer for New South Wales 1954-57, Engineer-in-Chief, Headquarters, Melbourne 1957-63, Deputy Director-General from 1963. Leader, Australian Delegation to CCITT(International Consultative Committee for Telephony and Telegraphy) Fourth Plenary Assembly, Argentina 1968.
